Fix vote kick

Only let paying customers us the kick feature. I paid for this **** and I am sick of getting "too good - lolz" and all the ****ing noobs press one, **** off you wankers. It's constant kick spam now, and if the **** doesn't go through, the ****in jerk offs just spam it. /nerdrage

Just got kicked 'cause "i came out of no where" and i was pwning them. At least half of the player were using biplane/explodet/miranda so cleary allowing only paying customers to call the vote is not enough.
My suggestion is:
1) Only let paying customers us the kick feature.
2) Votekick sends automatically a report (reason,status of the game, chat messages) to lamster/karl/whatever. If the kick has been abused.. let's say a couple of week of ban from the game?

Anywhing you do, do it ASAP.
