Spec chat is now automatic.

There is now a /specchat command usable by players in a ladder game and, if spec chat is on, any use of all chat by spectators is redirected to team chat. To keep spec chat from being on every game, it now requires two players to call it for it to take effect. I have also given ladder admins the ability to use server chat in case they must announce anything.

Even with requiring 2 players to call I expect spec chat to be used frequently. If most players want it higher or back to only 1 player I will change it.

Great update! Can finally enforce this now without resorting to threatening with kicks/bans
