the & character in names still screws with things

Typing /listBans while someone with a & in their name is on the list clears my chat history.

/listBans currently clears the view point when ran in ladder. There isn't anyone in ban_list.xml with a nickname with an & in it, but there are many of this symbol in the reason section.

There are a lot of lines in this file though.
