Full screen mode reduces other apps FPS?

I like to watch movies while specing ladder, but VLC is reduced to something like 15-20 FPS while altitude is open in full-screen mode. I know it's not a system resource problem, so is there anything I can do to change this?

I currently have to exit full screen mode while specing and it's annoying.

F1 to open console
testWindowedFullscreen true
