Chaff is a countermeasure that fills the air with a cloud of dust/debris. If it's deployed correctly, homing missiles mistake it for their target and detonate in the chaff.

too radical for this game and takes too much skill

It's not radical, it just doesn't add anything and has too limited an application. Walls and shields effectively do the same thing to missiles and have other uses as well.

well if the chaff perk isnt limited to only homing missiles but to any ammunition coming toward you it would be useful. also, balancing issues wouldnt be a problem because chaff wouldnt harm planes and it would obviously replace another perk.
