Who looks after these, is it the devs? Both of the Euro Official servers are running outdated altitude versions.

Stranger still, there were 2 people playing on it earlier despite the fact that I couldn't connect because it's an old version. How is this possible? I assumed the client auto-updates.

Those servers are running on an old VPS host that we're no longer working with. They shouldn't be running -- no idea if/when they'll finally take them down.
