Anyone know of a good art program?

ok, i've been thinking about trying to make a good map, and i want to try the graphics without someone else having to go through the trouble of making them, but i can't find a good, and free program that will allow me to do this, i might just use an old version of photoshop, but any suggestions before i start?

Gimp, is free and would be good for this task.

GIMP or Paint.NET, definitely. The two best free programs out there. GIMP is excellent, but Paint.NET is a bit more similar to Photoshop.
