Inactive FPS setting?

Not sure if this is the right place to post this, but I have a small question. Is there a way to change the Frames per second of the game when it isn't the active window. /TestTargetFps changes the fps when the game is active but is there a way to change from the default 5 fps when window is inactive. Thanks.
