Depends on the game mode. For 1DM, it can actually work pretty effectively (though trick with repair and ultra is still the best setup IMO). In most other modes you'll be able to find a much better combination of perks to help your team.

I've seen a TA Rev in the hands of an experienced pilot, and I swear it's one of the hardest things to kill. The pilot literally avoided all enemies and just skipped past them, and bombed the base.

I love rev on the biplane; I can't fly without it; but if you can get to use the Rev TA and learn to use it well, it's very hard to defeat!

I've seen some crazy rev ta on 1DM servers... craaazy, frigging impossible to kill.
