Launching a Server

I'm trying to launch my own server but either my router or my Windows firewall isn't letting me. I'm working on my firewall right now and Altitude is one of the allowed programs to communicate through the firewall but there are two check boxes that I am confused with. There is a Home/Work (Private) box that is checked and there is a Public check box that is unchecked. Should I check the Public box or not?

Please help me.
