Idk what that game is, sounds ridiculous. Turtle shells sharing the abilities of a rocket is mad.

Or mabe every once in a while it instantly repairs the persons health that it was targeted too just to make it fair

Nobody likes the blue shell in Mario Kart and nobody would like it here. Punishing good play with an easy to use item is a horrible design choice.
