I hope not. I've been using the Mumble overlay for quite some time. Though by technicality a voice chat app could be considered to significantly improve your play, it is still play that you control yourself. To ban a player for this would cause an uproar in a community.

Teamspeak/Skype/Mumble are all well accepted means of communication and staples of competitive play. Carry on with your business.
