Well for the tournament... it would help if there was a button that would reset everything.....

Live on 3 is a script used in counterstrike to reset everything

Lo3 for altitude maybe? it would help alot for tourney

Would almost be better to just implement a 'ready up' period where the game doesn't start until everyone on both teams is ready. Then, when they are, the map resets and everyone spawns immediately.

A tournament mode similar to TF2s would be good. A server admin turns on tourney mode, then teams set themselves up and screw around until both teams are ready, then the round resets and everyone plays.
