para false shouldn't hide the mouse border

setting para false removes the helpful border art that tells us mouse users where the top, bottom, and sides of the map are. on some maps, tbd_heights or ball_cross for example, this can be a gameplay disadvantage. it would be fine to have just a simple line border or something.
