It's mildly gratifying that this in fact was not entirely my fault, so thank you (I think), but shouldn't the application and enforcement of rules be consistent and based on actions/infractions that are directly relevant to the rule, regardless of whether people across the universe are having a ball calling your rule dumb?
There is plenty of leeway built into the four parts of your rule anyway.
As an aside, I think all we really need is the last part of your rule:
