Ladder Rule Suggestion

I would like us to include something about playing perkless being against the rules under section 10. I recall that I had an argument with two players going perkless a few weeks ago and while you could claim going perkless goes against section 12, it would avoid any room for argument.

It's illegal under the conditions of rule 12, but isn't outright stated. I feel we should just make it clear.
