Randa & rev now requires only 800 rating

The minimum rating needed to use miranda or reverse thrust in ball ladder has been lowered to 800. I had planned to set it at 1100, but decided to open it up a a lot more as an experiment. I expect game quality to decline and to have to raise it up to at least 1000. Hopefully I am wrong though and we can stick with a lower requirement.
