Configuring minimum vote % for builtin commands

Hello, how do I set the minimum percentage of votes required for a command like changeMap to pass?

I don't think you can, I'd just make the built-in command admin only and add a voteable custom equivalent

Yes you can, I visited several servers and the vote % seems different everywhere. I've seen 50, 66 and 70 something. Maybe it's a global setting for all votable commands, but I don't know how to configure that either.
