1de charge timer customizeable via server config (for Coop!)

Would be a huge bonus for 1DE coop where the change from 15 to 25 secs made the wait time ridiculously long.

15 was longer than necessary but bearable. I believe around 5 would be ideal, but give us the option to try diff values and we'll see what works best.
